Why are Care Plan templates not appearing on the Avimark Treatment List?

In Avimark, the Treatment List may be used as a simple method to view which of the clients (consumers) are enrolled in each type of care plan.

However, any individual care plan-template will not appear in the list until a patient is enrolled in that care plan-template.

For example: if a Kitten care plan exists on the Treatment list but a Puppy care plan does not, this means there are no patients enrolled in a Puppy Care Plan
